Ms. Harley obtain a Bachelor's Degree from Bethune Cookman College in Organizational Management and a Master’s Degree Behavioral Healthcare Management from Florida Atlantic University. She resided in Orlando, FL Ms. Harley was preceded in death by Daughter: Karen Epps; Son: Terrence Epps; Siblings: Ellie Mae Mackenzie, Dorthy Slydell.
